I'M 15 and have a reasonable web site, made, wait for it, using HOMESTEAD by myself.Yes its not as comprohensive as some packages but its free to download off the internet with some good results, and u dont need any special skills to use it. Please, if u dont believe me have a look at my webby, not brilliant but it only took 2 days. http://www.homestead.com/microboft/MICROBOFT.html
now try www.homestead.com (http://www.homestead.com)
to download the program.
but, DONT PAY ANYONE! do it ure self.

Erm...u mean HTML? HTML isn't programming. It's just a format that web browsers read. In any case, there are some very good tutorials here (http://junior.apk.net/~jbarta/).
If you mean stuff like JavaScript/VBScript and that, then you may find this (http://www.htmlgoodies.com) more useful.
You'll find that most ppl that get paid to design websites do corporate ones, or ones for small businesses that require ASP and custom animations and stuff. Notepad is definitely the way to go though - it helps you to understand what's going on, rather than trying to do it for you.

Ahem. Yes.

I use CoffeeCup (http://www.coffeecup.com) myself, although not as much anymore because BBs don't require much editing.
