Try AT&F1 - this will force the modem to connect at the highest possible speed in either V.90 or X2 AND report the true speed. Also make sure your port speed is set to 115200 in DUN. If it still says you're getting 33.6k then I would phone BT on 151 and ask them to check your line. Also ask them if your line will support 56k speeds (not all do), and also check to make sure you haven't got what's called a DACS line (a normal line that's been split).

If you're still only getting 38k with that string then I would get onto BT and start asking questions. If you can rule out any problems with the line then you can start trying to sort your modem out.
