error control problem

I used to play cs a lot and got my ping down to around 190 using slimes connection guide. I stopped playing for a month or so and when I returned my ping was still low but i was getting loads of lagg (I think due to large packet losses) I also dropped from a lot of servers. I tried to makes changes like decreasing the packet size in the DUN-adapter properties but nothing worked. I had had enough and formated my computer and reinstalled wireplay. however now when I try to connect without error control on the modem is very slow and I can't even join a server. So I switch error control on and everthing loads quickly then I get into the game and my ping jumps from 230- 500 all the times, but still looks smoother than before, however I still get blue areas on the graph in HL (r_netgraph 1). I have a PIII 500, 128Mb Ram, matrox G400 dualhead, Sonic Vortex sound card and a sportster win modem 33.6 flash upgraded to V90. Thanks for any help any one can offer.
