Its not really a NPC comment, more a dialog option. When speaking to the guy whos annoying the fisherman, u can say:

"You stand by the water in case the villagers chase you with torches, don't you?"

Other possibilities, too, if we're allowed to include dialog options. There's one which really made me laugh, when you're talking to Portalbendarwinden, but it's far too long for me to remember it offhand :)
