If when Voyager reaches the Necrid expanse, Neelix admits that his knowledge of the delta quadrent reaches no further, how come when past this and booted beyond Borg space by kes does he again start to know about races and their small civil wars...

Usually, when I don't know something, I find something out.
Perhaps Neelix has this very same philosophy. :)
Assuming its his job to know, not unreasonable he might research the regions of space they are going to enter. They seem to encounter weird and wonderful races each episode, perhaps hes off in the background gathering information from the people they meet.

Because part of his duties set by Capt J is to be a ambassador/dipolmat/trader type peep, so he learns about races they encounter to better relationships between the 2. Its part of his job to find info out and I would imagine each race they encountered would know a little something about that particular region of space, so in turn other races.
