I think you should do it yourself!
I have managed to build several websites (VERY MUCH VARYING QUALITY) by myself. Although some day I do plan to learn HTML I only know the basics at the minute.
Either buy an HTML book, or just use software (Frontpage or Frontpage Express, Dreamweaver and many others). You will find it is probably worth the effort when your site goes live.
