why do the bbc have to use flat screen monitors

That advert is to mask the truth, they don't use handheld scanners, the BBC in conjunction with the MI5 have a network of spy satellites in a geo synchronous orbit above Britain which they use not only to find people who don't pay there TV licence but also to see what programs you are watching. If you think that's bad you should see what ITV is up to.

they dont have scanners it's a hoax, they look at the list of who hasnt paid, then they go round, sit outside for a bit to see if they can see the flicker of a tv, and if they can they go knock, simple as that

I've worked/work in broadcast and only one person i ever met actually thought that they could really check.

I think they have limited scanning facilities but, by-and-large its peoples guilt that makes them just own up to it at the first sign of a fine.

They do have scanners but they don't detect TV signals they read your brain waves and can detect even the smallest amount off gilt concerning the non-payment of a TV license.
