UO shard

Is it posoble to create an Ultima Online shard run by gameplay?

I don't know much about them but a fresh shiny new shard to play with (meaning people have to start new charactors) could be quite fun.

To be honest I'm not sure if we can legally and/or technically

Apparently we would be on very dodgy legal grounds if we were to try and run a shard without first buying a licence - and the people who run UO won't sell us one.
So thats a no I'm afraid.

So how come MPZ has a shard and they say theirs is legal, as long as thy dont make a profit from it, or change graphics, sounds etc.
