i keep hearing rumours that Bt is losing its monopoly on adsl lines in telephone excahnges so other isps will no longer have u pay a ridiculous tarriff to u use bt lines, and apparently dsl prices will shoot down. is this so and if so on what timescale will it occur

What you are referring to is LLU (Local Loop Unbundling - also known as Access to Bandwidth). It is a projct that has come about as a result of govt legislation. It will give all Service Providers access to the part of the network from the exchange to the home/business. Service Providers will be able to lease large amounts of lines and bandwidth from BT to sell on to customers. They will also be able to locate their equipment in BT exchanges. There are no 'ADSL lines' in exchanges, ADSL is created by a bit of kit bolted onto the standard PSTN copper network and the bit of kit at the user end. LLU will kick in early next year.
ADSL is already available through other Service Providers, however none of them seem to be offering it at the price that BT Openworld is. LLU is unlikely to have a significant effect on this as BT is already selling it as a product for ISPs to sell on to consumers. That is why Openworld is to all intents and purposes a seperate company within BT operating as a Service Provider. It is likely that it will float as a seperate company in the future. ADSL is being sold as a technology by BT to Service Providers rather than as a product to its own customers. Obviously Openworld blurs the lines here because it is effectively BT's Service Provider.

This is commonly known as the "Local loop unbundling", and the governing body, Oftel, ORIGINALLY gave Bt a deadline of january to sort it out. However, BT being BT managed to swindle it, as abbot said, so they got another year or so. The argument is all about how much of the equipment in the exchanges third parties are allowed to mess about with. Which is fair nuff, as if everyone starts messing with the equipment (installing, upgrading, configuring), then we will see more downtime than jenna jamesone on a jamaican beach! :laugh:
however, BT have been aware of this technology for a long time which results in knowledge of the path it will take. They have known for ages that this would happen, but are holding off 4 as long as poss to make sure they get a good deal and that they hold their monopoly.
Things could get interesting now that BT will be split up like british gas (same geezer doing it aswell :P)
Sorry to go on, had a few beers and feel strongly about this as I live in the sticks and have been butt fu<ked with ADSL.
