I was under the (clearly mistaken) impression that and exclamation mark is... and exclamation mark. i.e. for... exlaiming...

examples:

"Hello!" Bob shouted from across the street.

"Oh my!" said the posh snobby woman at the sight of her precious chiwawa splattered under the car wheel.

You know, making an exclamation. Type thing.
