Channel 4 had trouble as early as episode 3.

BACKGROUND:

This fantasy drama featured a reformed vampire, Angel, who had been directed to help save people threatened by evil forces. The character was first introduced in Buffy the Vampire Slayer, but subsequently moved to Los Angeles to fulfil his mission.

ISSUE:

Viewers were concerned about the violence and the generally adult tone of the series shown at such an early time of the evening when many young children could be watching television on their own. Some viewers were also dismayed at the amount of editing that had been carried out by Channel 4 to make the series suitable for this slot. They, too, believed that this series should have been shown at a later time.

ASSESSMENT:

Channel 4 defended its transmission of the series on the grounds that it is enjoyed by a wide audience. Through appropriate editing, younger, as well as older, viewers could watch it in an early evening slot.

After viewing the series, the ITC was concerned about the dark tone of Angel's world which often involved adult situations that many children could find disturbing. Even with editing, the ITC considered that three episodes were unsuitable for this early evening slot. These were

- Episode 3: 29 September: scenes of torture and paedophile references
- Episode 4: 6 October: the adult theme of a stalker had an

underlying sexual tone and images more reminiscent of a late-night horror film

- Episode 5: 13 October: poltergeist attributes of a ghost along with the harrowing storyline of a mother bricking up her son alive.

Overall, the ITC was concerned about the scheduling of this series so early in the evening, which clearly even substantial editing could not always address. When Channel 4 first became aware of the ITC's concern, it discontinued the scheduling of double episodes starting even earlier at 5.25pm and dropped stronger episodes. After being apprised of the ITC's concerns, Channel 4 informed the ITC that the series, as a whole, would be rescheduled from late November after the 9pm watershed.

CONCLUSION:

Three episodes were considered in breach of sections 1.2(i) and 1.6 (i) of the Programme Code, but the ITC welcomed Channel 4's decision to address the issue by rescheduling the series.
