You need to run some benchmarks on your system to be able to compare it to others - you never know, it might be optimised already.

Anyway, best bet are programs like:

Mad Onion's (http://gamershq.madonion.com/) 3D benchmark utility which can be downloaded from here (ftp://ftp.edome.net/online/muut/3dmark2000.exe)
SiSoft's (http://www.sisoftware.demon.co.uk/sandra/) excellent diagnostic tool downloadable from here (ftp://ftp.demon.net/pub/simtelnet/win95/util/san649.zip)

Get hold of a copy of Personal Computer World as they use the above programs to benchnmark and compare systems. Run the tests on your system and then compare your scores and system specs to those in the magazine. The 3D2000 mark can be compared online against other systems so you'll get an immediate view of how your system shapes up.

Just to give you some idea, my specs are:

Abit KT7 RAID
Duron 650 O/C'd to 867 :E
128mb PC133 RAM
15gb ATA100 IBM HDD
3D ProphetII 32mb GTS video

and I'm now hitting 6620 on 3D Mark 2000. As for Q3A, I get 98-99 FPS inn 1024 x 768 in 16bit. I'd expect you to hit more with a 1ghz T/Bird and 256mb RAM.

As for optimizing the board, BIOS and settings, a good site to look at is Athlon Overclock (http://www.athlonoc.com/a7v_guide.htm).
