I have noticed many people using a firewall in IRC now.. like !@!.i.0wn.j00.com etc insted of there ips, im a irc novice, how do i set up such a thing?

They are connecting to another machine before going to the server, commonly known as an IRC bouncer.
Once you have the bouncing software setup on the 'middle' machine, you connect to that, and it connects to the server, so its a sort of router for IRC traffic.

The l33t host names are available beacuse the shell provider has bought those domains for certain IP's which clients can use.

http://www.woaf.net do IRC bouncers for a small charge, I think most people use them.
