sometimes when I would go into a new area everything was pitch black, I thought this was just an annoying bug that I could do nothing about until I turned my fog level back up (I had all detail stuff set low so I could get to 4 or 5 fps in the city).
Basically, if an entire area is pitch black when it loads try adjusting the fog level :E
