Paths of the dead quest

For the Marshal quest given in Isengard when completed yields a token that provides access to better stores. One of the storekeepers who seems to have a better store - judging from duplicate dialog text when you speak to him (Sergul). When you click on the new Open store dialogue option (there are 2 open store options) nothing happens, when you click on the other open store dialogue you get access to the old store.

Having since completed the final quest for Sauraman and received yet another token replacing the old one. The blank dialogue now points to a store. So it seems it is only a problem with conditions when holding the token from the marshal having done the paths of the dead quest.
