There is also no nature store in the Chet wood as the Npc's say. I believe it is a common female that says it when you first enter chet wood.

I also could not find the hobbit that froto sends you to in buckland or the immediate surrounding area.

In Rivendell where Lord Elrond is, there is a male elf that sells things. I don't know if this was intentional, but he has 2 options for each of light armor and weapons. As in it comes up twice for each... you know?

This is because you have reached a certain level of respect in Rivendell, one of the options (the first of each I think) gives access to better range of goods. It opens after completeing either one or both of Elrond's sons quests.
