The Tharbad Town Clerk

This man has been seen snooping in my house twice now. I know Jonalin's dealing are of interest to many people, but he is doing nothing that requires constant supervision of the town clerk.

I believe the reason for that is that the Clerk tries to sit down, but his own chair must sometimes seem inaccessible to him, due to the desk placement and suchlike. That's why he sometimes goes across to the Mayor's office and sits in his chair if the Mayor is upstanding for any length of time... Though crossing two area transitions and ending up in Jonalin's house does strike me as rather strange.

I imagine moving his desk slightly so his chair is more easily accessible should fix the problem.
