I think this quest may be bugged.
After getting the posters from Semli in Esgaroth, I went on to the Pony and Greyflood. On clicking the signposts outside both inns, the dialogue box did not give me an option to post the posters. All this was within a single restart and I clearly had the quest in my quest log.
