Best thing to do is to give general ideas or basic outlines - no spoilers, if its somthing the Dev team wish to follow up I'm sure they'llcontact you for more ideas.

Defend Osgiliath

you have to aid in the defence of osgiliath against wave upon wave of orcs for a time period or a number of waves or perhaps until the orcish comander is slain

Hmm, perhaps some evil/good mid lvl quest from Saruman that involves searching some ruins (Fornost, Annuminas or something like that) for some items he wishes to study? Ok, we have these retrieve items quests, but I think this would suit for Saruman.

And perhaps some evil quest that sends you on a missions to gather information from different spies in different cities and perhaps doing somethings for these spies? (there could be an persuade/intimidate check to get the needed info without doing the spies quest??) Could be mid lvl and it could create a nice feel that the evils have a network of spies... Oh and then some good chars try to catch these spies, it would make things very interesting...

This one came also to mind. Some evil quest to hunt down some escaped slaves, perhaps snagas or humans or whatever. Perhaps they are scattered around somewhere and you need to use persuade/intimidate to get info about their whereabouts. And then try to persuade/intimidate them to return or die.

Pickpocketing as a quest!

location could be maybe in the tharbad docks or in umbar once it is created or elsewhere

especially for rogue char there could be aquest where the PC have to pickpocket certain persons to steal for example some certain items another NPC wants to have. Failure is related with the danger to get into jail where either you have to spend gold (more than you will get for the quest) or will stay there till server reset...
persuade or intimitade should also work for complete the quest but much less worthy...
