I know many players on this server play a lot of different PCs (and its encouraged) so that they can adjust PCs according to the PCs that are on right at the moment. I dont like this way of playing so I usually stick with one that I play all the time (mostly because I get into the mindset of playing a certain PC). This, of course, creates a lot of problems when that one happens to be an evil PC, since there are not as many evil quests to do as the good and not as many players online that have evil PCs. To help with at least one aspect of this I suggest that many of the good quests are made reversable (I often use this trick when I DM an evil party) so that the builders dont have to make up a lot of quests along the way, rather use the same but make it the other way around. For example: For good PCs they can talk to a good NPC that gives them the quest to kill Mr X because he is spreading evil through the land. Next to this good NPC is an evil NPC that strikes a deal with evil PCs only that they also kill Mr X because Mr X is not loyal to Sauron. In this way, you can have two quests, one for each faction, with only a slight change of the thing the NPC wants you to do. You only need two NPCs and the whole is a wrap. Ive done the same with the Forochel quests just to rectify for my characters doing them (otherwise, as an evil player you really have nothing to do between Isengard and Dol Goldur quests). A player asked me if I wanted to go and kill some orcs. I answered "If they are not loyal to Lord Eye, they must die".
