I'm already an admin and im happy to continue to keep an eye on the servers and keep the peace, though ideally some more dedicated staff are required.

Perhaps appealing to regular players on the server?

As far as I know, there isn't a great deal of awareness of the forums and irc so it may be wise to be a bit more aggressive with advertising and such.

Advertise on the ZM forums. Its advertises that we run servers and might make people signup for the forums + you will get dedicated ZM fans as admins :D
