Since upgrading/downgrading gfx drivers I noticed odd "lag" spikes when explosions go off (rockets, grens, pipes)
Seems the explosions were hitting the dynamic lighting effects and causing me the issues.
r_dynamic 0 in the console has improved things incredibly for me.
May be worth trying if you suffer similar.
